Measures of closing report of outside waste storage pits separate volume part II; Data collections about measurement of contamination and measurement after decontamination in outside waste storage pits

At outside waste strage pits, containers for strage of wastes corroded and were flooded, and it was confirmed on August 26, 1997. Confirmation of contamination of the pits outskirts, installation of sheets to prevent rainwater from flowing into the pits, drawing stay water were executed, promptly. Design and authorization works of the work house and waste treatment devices to take out wastes of the pits were executed too. After construction of the work house, taking out wastes of the pits started, and finished on April 10, 1998. Investigations of the inflow point of rainwater and leak of stay water were executed next. The results were reported to Science and Technology Agency (STA), adjoining authorities on December 21, 1998. After decontamination of the pits inner walls to background level of the radioactivity which included general concrete, control area was removed, and the pits were closed by concrete. Measures of closing of the pits were prepared from the middle of August, 1999, and dismantlement of unnecessary instruments started. Decontamination of the pits started from the beginning of September, 1999. The above works finished on June 30, 2000. After decontamination of the pits, STA, adjoining authorities confirmed the dircumstances. Work pouring concrete into the pits was executed three times (three levels), and finished on August 31, 2000. In addition to above, the amount of concrete poured into the pits was about 1,200 m$$^{3}$$. These data compiled the inspection of contamination in measures of closing of the pits.

Construction of the 'Monju' fuel handling systems was completed in April, 1992. From March 1991 to August 1992, pre-commissioning tests were carried out. In December 1992, all the systems of Monju were transfered to PNC, and commissioning tests and reactor physics tests, were started. For the first time, during these physics tests, the fuel handling systems were operated for one of the commissioning tests 'Loading to Criticality', without significant problems. 168 fuel sub-assemblies were loaded into the core and the first criticality was achieved on 5th April 1994. The fuel handling systems continued in operation for the 'Loading to Full Size of the Core', power distribution test and for cleaning discharged dummy sub-assemblies. To keep these fuel handling systems working somothly and satisfactorily annual maintenance has been carried out since 1992. This paper describes the operation and maintenance experience of fuel handling systems after the pre-commissioning tests and future study items for system reliability improvement.

A Study of direct disposal technology in the world (2)

There are two methods of handling the spent fuel generated from the light water reactor; they are (l)direct disposal and (2)reprocessing-plutonium recycling. At present, Japan is following the line of "Reprocessing-Plutonium Recycling," but in the rest of the world, the movement for reviewing the Plutonium recycling is spreading, and in the future, the world opinion and pressure from overseas countries will increase against this method. Under these circumstances, Japan must compare the two methods to clarify the meaning of plutonium recycling. In this investigation, an overseas document by which the spent fuel had directly examined disposal was investigated. And, the content of those documents was arranged. The case of which directly disposed in Japan was set and the basic specification and the cost were evaluated. As a result of the investigation, the disposal cost became 54,900,000 yen/tU in the case with our country. This evaluation value is about 25% higher than Sweden and Finland where the cost is the highest in an overseas case. In cost items, the ratio which the article expense occupies is high. Moreover, the cost of construction and the close of underground facilities occupies the entire half for our country. This investigation is an evaluation based on in the case of the evaluation the current. Therefore, I want you to note going as for a technical detailed examination. However, the guess of the cost when directly disposing in Japan pounded. Moreover, the nuclear material control of the spent fuel is not evaluated. I want you to note cannot the comparison for that with the disposal of the glass solidification body.
